In the (repurposed) words of General MacArthur, &#8220;old military land-grabs don&#8217;t die, they just fade away&#8230;&#8221;<\/p>\n<p>But the proposed buildup&#8217;s legacy &#8211; if a plan can have a legacy &#8211; is a renewed focus on self-determination on Guam.
